PROSEDUR PENDAFTERAN TANAH UNTUK PERTAMA KALI PADA TANAH YANG BELUM BERSERTIFIKAT DI KANTOR PERTANAHAN KABUPATEN SIKKA

Abstract

Land registration for the first time is a crucial step in providing legal certainty and protection of land rights for the community. This research aims to examine the implementation procedures of first-time land registration at the Sikka Regency Land Office and to identify the inhibiting factors that arise during the process. The research method used is socio-legal (empirical juridical) with a qualitative approach. Data were collected through in-depth interviews with socio-juridical officers at the Sikka Regency Land Office and direct observation of the service flow. The results indicate that land registration procedures in Sikka Regency have followed the provisions of Government Regulation Number 24 of 1997, covering stages from physical data collection and juridical data processing to the issuance of certificates. However, the effectiveness of this procedure is still hindered by a lack of public awareness regarding the importance of land legality, unresolved boundary disputes, and limited supporting infrastructure. This study concludes the need for more massive socialization and the digitalization of administrative systems to accelerate land service processes in the Sikka region.
