This study aims to analyze the implementation of issuing replacement certificates for lost land certificates at the National Land Agency of Sikka Regency, examine its legal responsibility in issuing replacement certificates, and identify obstacles and efforts to resolve them. This research was conducted at the Sikka Regency Land Office for six months using a qualitative method with a descriptive approach. Data were collected through observation, interviews, and documentation and analyzed using the Miles & Huberman model, consisting of data reduction, data presentation, and conclusion drawing. The results show that the issuance of replacement certificates for lost land certificates at the Sikka Regency Land Office has been carried out in accordance with Government Regulation Number 24 of 1997 concerning Land Registration and other implementing regulations. The procedure involves reporting the loss, submitting an application, taking an oath, publishing an announcement through the media, re-measuring the land, issuing the replacement certificate, and transferring it to an electronic certificate. The replacement certificate has the same legal force as the original certificate and serves as valid proof of rights, ensuring legal certainty for land rights holders. The legal responsibility of the National Land Agency includes administrative procedures, legal protection, and good public services.
