Abstract

This study aims to analyze and describe the capacity of village officials in Merpak Village, Sintang Regency, in the administration of village governance. The capacity of Human Resources (HR) among village officials is a crucial factor in the effectiveness of public services and the implementation of development policies at the village level. This research employed a qualitative method with a descriptive approach. Data were obtained through in-depth interviews, observation, and documentation studies involving the Village Head, Village Secretariat, village officials, the Village Consultative Body, community leaders, and the Village Facilitator. The data were analyzed descriptively through data reduction, data presentation, and conclusion drawing, resulting in a comprehensive picture of the officials' capacity. The findings indicate that the capacity of Merpak Village officials in administering village governance has not yet reached an optimal level, as reflected in limited understanding of the latest regulations, inadequate technical skills in financial management and village information systems, and inefficiencies in planning and reporting. The main constraints include insufficient structured training and competency development, uneven educational qualifications among officials, and limited supporting facilities and infrastructure. Nevertheless, significant supporting factors exist, namely the strong commitment of the Village Head and officials to learn and improve themselves, as well as active support from the Village Consultative Body (BPD) and community participation in development. The study concludes that targeted policy interventions are needed, particularly sustainable training programs to optimize human resource capacity, along with strengthening supporting facilities and infrastructure, so that village governance becomes more effective, professional, and accountable
