Abstract

The digital transformation of the bureaucracy represents a systemic paradigm shift toward Digital-Era Governance, aimed at improving the quality of public services and government transparency. However, the implementation of the Electronic-Based Governance System (SPBE) in the Sintang Regency Local Government still faces challenges in the form of low digital literacy, a resistant organizational culture, and rampant sectoral ego (silo system). This descriptive qualitative study aims to analyze digital transformation strategies through the strengthening of human resource (HR) capacity among civil servants as the primary driving force. The results of the study indicate that the success of digitization is not determined by technological sophistication, but rather by the readiness of human resource capacity and changes in work culture within the Sintang Regency Local Government. From a public administration perspective, capacity building must be carried out in an integrated manner through competency mapping, upskilling and reskilling programs, and the implementation of knowledge management. Meanwhile, from a political standpoint, digital transformation serves as a strategic tool to strengthen the capacity of the Sintang Regency Government and its legitimacy through public trust. This study concludes that the Sintang Regency Government must demonstrate political commitment to harmonizing regulations and ensuring budgetary proportionality in order to fund the development of digital talent among civil servants within the Sintang Regency Government. Strong digital leadership is required to guide change management in order to realize a bureaucracy that is adaptive, professional, innovative, and oriented toward public values.
