REVITALISASI KOPERASI SEBAGAI OFF-TAKER KAKAO DALAM PEMULIHAN KEPERCAYAAN PETANI SWADAYA

Abstract

This study aims to analyze the cocoa procurement unit revitalization strategy implemented by Koperasi Bina Tapang Mandiri in Sintang Regency, in response to the massive shift of farmers' preferences toward palm oil and rubber commodities. A qualitative approach with a case study method was employed to examine the dynamics of strategic decision-making and changes in farmer behavior. Primary data were collected through in-depth interviews with cooperative management and farmers, as well as participant observation, supplemented by documentation studies as secondary data. The results indicate that Koperasi Bina Tapang Mandiri successfully performed its role as an off-taker through three key strategies: supply chain consolidation, quality standardization, and contract-based price stabilization. Despite facing challenges such as farmers' traumatic memories of past price volatility and limited post-harvest facilities, the cooperative managed to rebuild members' trust through governance transparency and an efficient "pick-up" collection system. This research concludes that an integrated partnership model, in which the cooperative acts as a buyer, input provider, and quality supervisor, proves to be an effective local economic driver. It is recommended that the cooperative optimize post-harvest facilities, strengthen its function as a guarantor (avalist) for farmers' capital access, and establish policy synergy with the local government for cocoa plantation rejuvenation programs.
