IMPLEMENTASI KEBIJAKAN TENTANG PENGELOLAAN SAMPAH DI KECAMATAN NGABANG KABUPATEN LANDAK

Waste management in Ngabang District, Landak Regency, has become a primary concern for the local government due to increasingly complex challenges. The rising volume of waste due to population growth and economic activities, limited infrastructure, and low public awareness regarding waste disposal are key issues that need urgent resolution. The Landak Regency Government has issued Regional Regulation No. 3 of 2015 on Waste Management; however, its implementation remains suboptimal. Various obstacles persist, including institutional weaknesses, limited understanding among stakeholders, and challenges in on-the-ground application. This research aims to analyze the implementation of waste management policies in Ngabang District using Charles O. Jones' theoretical framework, which emphasizes three main variables: organization, interpretation, and application. Through a qualitative approach, this study will deeply explore the organizational structure and coordination among relevant agencies, the extent of understanding and consistency in interpretation among implementers and the community, as well as the policy application process on the ground, including technical and operational challenges faced. The research findings indicate that, organizationally, the structure of the Landak Regency Environmental Agency (DLH) is clear but hindered by limited infrastructure and budget constraints. In terms of interpretation, the DLH has conducted socialization efforts, though their frequency and intensity remain limited, resulting in uneven public understanding of the policy. Regarding application, policy implementation is suboptimal due to an imbalance between waste volume and transportation capacity, as well as the application of administrative sanctions, which are still limited to warnings.
